Antique scramble ID? With rose canes...

Hello everyone.

Heres an interesting little scramble about 2" diameter. My first guess is NEGC but I'm not at all sure. There are several interesting complex canes including some clichy style roses.

Any help is always appreciated.

Hi.

Interesting paperweight, with high quality canes,  but the shard roses do not look like Clichy style. I do not feel it is NEGC either - I would tend towards St Mandé, or maybe unknown French.
