I wonder if it's Judge Robert Pollex of Toledo, Ohio? Here's a few sights that I was able to find, based upon info from bfg.  Hope this is of some help. :)

Not too sure if the signature is the same though.   Theres also a possibility that it could be Chinese. ::)   Nice vase though, I like it. ;)

Given that both Otis's examples are in the USA and one of them is in Toldeo, Ohio, I think the case for it being Judge Robert Pollex, as I suggested above, it pretty strong. I really do not think these are Chinese.

I think Anne's more than likely right.    IMHO, I had doubts to it being Chinese, but you just don't know these days, as the chinese are too capable of making some wonderful eye catching pieces.  Anyway, hope the information Anne has provided is leading you on the right track. :)
