with all that moulding I wouldn't have thought the stem was cut. What makes you assume the stem is cut - should be easy enough to determine - usually, if cut, then no matter how carefully the stem was polished, you should still be able to see the remains of the original grinding marks - as feint lines when held to a strong light.
If not and it's all dead shiny then almost certainly the entire piece was pressed.
Must admit I don't recognize the design - you may well be correct and it could be EAPG - do you remember where you saw that comment?
