Candle holder ?

Can anyone help me identify this (a Christmas present from my daughter) it is a candle holder in frosted glass and is very tall approx 45 cms it has no makers marks on it.  :) I think it is supposed to be in two pieces but it is stuck together with wax or something similar at the moment.
