Water glass with bright enamelled base

 Are these brand new as they have hardly any wear?The colours really glow in daylight.
Can anyone help me with ID? Thank you.

is the foot flat with the enamelling underneath it?
it's difficult to tell from your pics - It looks like the foot is bulbous or domed to me?

The enamel is directly stencilled onto the flat base.

oh- so the foot is completely flat?
Just wondering how much wear the enamel would get if it was put on underneath the foot if you see what I mean?  a bit of a strange design technique.
I like it a lot.  The decoration reminds me of French art deco pieces but I've not been able to find a match.  Do you think they are new?  The thing that made me think they might be is the clear glass outline around the fruit.
