It is what is called a "Hand vase", and it is Carnival glass.

I can't help more than that, not my area, but there is plenty of info. out there on both.
Try googling "Carnival glass Hand vase".  :)

Does anybody know if we still have a link somewhere to Marinka's television programme on her hand vases?

Or perhaps our Glen (the Carnival glass Queen  ;) ) will know.

Made by the Jain Glass Works of India I believe. I think this is the "stolen watch" variant. Ref. Carnival Glass: The Magic and the Mystery, Thistlewood 1998

I believe the original ones were made by Vallerysthal/Portieux, but they have been copied early on due to their popularity.

Obvious this isn't by the mentioned maker, i wouldn't be able to tell you who did but maybe you'll find more info with this link.

this is indeed from Jain Glass works. Did some research and apparently many such pieces are available and being sold here.
