Hello - not quite sure what is meant by 'a Victorian design' - might that be a reference to the heavier more gothic look that preceeded a/nouveau??
If the suggested date of 1890 were correct, then it might be expected to see a more nouveau look to the metalwork - handles in particular were quite distinctive in a 'free flowing, sinuous, and nature based' style, especially on Continental examples - the Brits, as usual were more reserved

However, WMF are well known for producing copies of pre C19 styles ) - Baroque and Renaissance, around the 1900 period. I'm not remotely suggesting it's from them, but just to show that during the period of which were speaking anachronistic styles were being made.
To me the metalwork looks very much like a poor copy of a typically fussy Renaissance style with images of Bacchus - is the metalwork pewter perhaps? - and assume no marks.
Trefoil shaped pourers were quite common on alcohol decanters around the last quarter of the C19, so 1890 might well be correct - I somehow don't see this as a cruet or for perfume - and would suggest an origin outside the U.K. - perhaps German or Bohemian.
But then again, I've been very wrong in the past
