blue white encased vase help please

Hello there last post of the day i promise, this piece of glass might be straight from China, it's really well made and i think the reason i'm posting this is because i've  assumed for a while that all recent mass made glass has a rough unpolished pontil and after scrolling through a lot of the posts there are a fair few pontils that are rough and attributed to various glass makers not Chinese, any help would be welcome.
