Not sure of date somewhere around 1900 give or take a little, made by Ruckl, this shape crops up in several of their decors, I have three or four lurking here.

  I had wondered if the base shape was likely to lead to Chlum & Trebonne?
Not my area, I know only teeny-tiny bits and bobs, Wouldn't have been able to mention Ruckl.
