Cut / engraved glass vase ?

Even though this glass container is badly chipped I have been drawn in by its engraving to find the make and possible era of it.
It has an 18 star cut base and has cut panels around the circumference.
Two of the three larger cut panels are decorated with a flower and leaf design
The base has plenty of ware marks and the dia is 4.5 inches and 4.5 inches tall.
