Hi, just to add to the lexicon. I've always called these objects flagons. My understanding is that they were primarily used for serving wine and ale in pubs and taverns. As to the one in question, I think Paul is right and it is almost certainly late 19th century. They were made in large numbers and my charity shop is full of them (I can't find anywhere else to send them).
I also attach three images of a top down handle and one of a bottom up. Hopefully it is obvious as to which is which. The strap handle on the clear jug has had a repair to the base as the top down handles were prone to overstress at the bottom on heavy items, especially when filled, and hence the change to the bottom up type which became prevalent somewhere in the mid-19th century.
