According to the lady behind the desk at the Stuart cone, Waterford have lost all Stuart's pattern books, i have no way of confirming if this is true or not that's just what she said.

Thanks Brucebanner for your help.  I’m still pretty sure the pattern on the bowl is “Ludlow” although the proportion of the fan etc does vary depending which type of glass port, wine etc we are looking at.  I have also noted that  the stem is “Beau” in style while the base has small cuts that don’t meet edge or base of stem. This makes all three elements of the glass at odds with any one style!  My base stamp is like the one you have shown. The auctioneer who can’t throw any light on the problem other than to stand by the provenance of his description that they are Stuart and to say that they came from a reliable source. I like to think I have a “unique” example of Stuart. In my dreams! Thanks again for your help.

As I said, most likely a retail commission based on existing elements. It costs nothing to design because you have the elements but you can market it as "Blah" made exclusively for Smith and Sons by Stuart. English crystal sold for a long time on brand, i.e., manufacturer and retailers have always liked exclusive lines. Win-win all round
