Blue Tankard creamer jug Large handle help please.

The second of this evenings posts i could do with some help with please, Im not sure what this is, the handle is large and elaborate and not in proportion with the rest of the glass, it's full of seeds has a broken pontil and wear to the base it's not as dark as cobalt blue, the glass has a dimpled effect.

It's 3 3/4 inches in height, 2 3/4 inches across the rim and base.
