Could this vase be Harrach or other Bohemian?

I have this very unusual vase, I believe it is called a "stick" vase from doing some research. It stands 24cms high. I am trying to identify where and when it may have originated, thanks :-)

Definitely Bohemian and unusual; the colours look Welz-y
