why would someone go to the lengths to add a bright green foot?
Please enlighten me.  Is the bowl particularly scarce/old/valuable?  what period does the foot belong to ... for that matter what period does the bowl belong to?

The foot looks late Victorian 1890's uranium glass and the bowl early Victorian 1840's at a guess.
