I agree, some of these cut pieces are very appealing.
Difficult to say much that is positive............ I'd suggest pre 1940 and could be earlier, although the base doesn't look to have a great amount of wear.
Seems rather posh for a lidded sugar, but the size is about right - and with that flat polished base possibly Continental rather than British.
On balance I'm tempted to go for an item from a trinket set, or something closely related, although not a perfume or cologne, since it doesn't appear to have a ground stopper.
Perhaps someone else will have a better idea.
