only to say that having looked through Gulliver, these pieces don't appear to match the colourway of the very few pieces of spatter glass that he shows.
There's nothing wrong with the multiple shallow rim-crimping - nor the slightly bulbous collar half way down - or coloured feet come to that. But.... the base body colour, and less than opaqueness of the overall effect, suggests possibly a later date of manufacture.
Spatter, as a decorative style, went on for a very long time - I'm tempted to think later than Victorian.
As to a maker - out of the question I would have thought - possibly not even able to be positive as to country.
Perhaps someone can prove me wrong
