I'd suggest that technically yes, this surface pattern qualifies for being called hobnail - the name being taken from the habit of extending the life of the shoe by inserting hand-cut nails into the sole and heel - although my opinion is that this is not what collectors have in mind usually when speaking of 'hobnail'.
George Davidson's well know British pattern of the same name has eight sided projections, and many others have six, and it's quite possible for hobnails to have an even greater number of sides, but I'd suggest four has to be the minimum.
Other names for your pattern might be 'alternate panels', and I think the States sometimes use the term 'block diamond' - the danger with four sided 'nails' is the potential confusion with 'relief diamonds'.
