Welcome to the board. It's a kluk kluk (kuttrolf) decanter, missing its stopper... most likely Scandinavian...  can you please add dimensions when asking about an item too? Ta!

I've removed your duplicate post in British and Irish, as we only need it posting once please, and Glass is the proper place to ask for an ID. Once pinned down one of the moderators will move it to the relevant forum for you.  :)
