Welcome to the forum.

For some reason my first thought when I saw your photos was France, perhaps Legras? I did not spot your vase in their 1898 catalogue but it helps to give a flavour: http://www.glas-musterbuch.de/Legras-1898.310.0.html

The style of enamelling may help to pin down a country if not a maker.

My first thought was much along the same lines - perhaps Sèvres or Clichy.

Try using Google images to search, something like 'enamel vase france flowers'. Try different search terms, maybe czech instead of france etc etc.
Many attributions may well be wrong but it can still be useful.
