Help with vase id

I am looking for a little help identifying this clear hand blown vase of conical form with blue, green, and red swirled strips, with ruffled rim, standing on a cobalt blue base. the glass has an occasional bubble as well as a piece or two of sand. it is 8 3/4" h.

I initially thought the glass was 20th c., but upon noticing the sand, I thought that it could be mid 19th c. I am leaning toward Italian origins.

does anyone have any good ideas about age, country, or even maker?
