The 'applied white glass stringing' looks to be a form of decoration quite common in the second half of the C19 in Europe, which is more usually called threading, and was applied to many glass items. The test to be sure that this really is applied as a single thread is to see if it forms a true spiral i.e. if genuine the thread should spiral in the form of a single thread from top to bottom, not just multiple separate threads encircling the object.
Because of the delicate nature of threading, damage to the spiral is not uncommon, and small lengths are often missing.
The piece looks interesting, and could date to the late Victorian or Edwardian period. What if any is the extent of wear on the base?
