Two Duck on a Base ?

Hello, I found this little item and I can't seem to find anything.  Ducks facing each other.  Appears to be older, I think  The very underside (bottom) is ridged.  Is this just a decor item, or 'might' it be a different type of (desk) Paperweight than the usual round ball ones?

Any ideas?  Thanks
