American/ English? Elegant stems

I have been searched for this pattern for about 10 years. At the time I had asked at Replacements and they put it in unknown (where it still lives).

I always assumed American, but looking at some stems by Thomas Webb, I am see similarities so now curious if English. Anyone have a clue? I appreicate any help!
