Did some specific maker use this mark or is it more like a generic made in this region mark?

I've searched but no luck so far.  I've seen it on a couple pieces on the web with both the etched mark and a foil lable but with no real attribution other than 'Lorraine glass' :(  Hope someone here all can clear it up for me.  Thank you all.
