Green and Blue glass plate

I'm looking to identify this vintage/antique glass plate. It's just over 6" diameter and appears to have a ground pontil on the underside, if plates were ever made like this? It's not uranium glass, but it the milky blue inner part does appear to light up in sunlight.

Any information gratefully received.
