The thick foot and multi-point star especially all look right to me, though the problem is my books on glass of this period are old and the information may no longer be accurate. However, round feet with stars are definitely found: see plates 141 and 142 of Crompton's
English Glass, for example, both Anglo-Irish, 1800-1820 (though the feet on these both lack the stepped design seen here).
Stepped feet are seen on Georgian drinking glasses like this little one here, however, dated c.1780:

Given the popularity of the style though and the fact it's been revived several times I think dating is going to have to come down to things like the color of the glass, signs of wear, how it's finished and whether the overall form and proportions are right for the period.
Either way, it's a fantastic vase and great quality
