White and red cotton twist ruby goblet help please.

Weird looking piece of glass i'm guessing a goblet, a lot of wear on the base and the base has no pontil completely flat and smooth, the matt finish to the outer glass looks hand finished and not acid treated as tool marks can be seen and the surface is uneven.

7 1/4 inches in height, 3 1/2 inches across the base and 3 3/8th inches across the widest point of the rim.
