Looks more like something that's been dubbed cellophane glass here. Maker unknown but possibly Czech

If it was sold as Monart you can talk to the Auction House but if listed as glass vase there's not a lot you can do. I have bought and found out it's not what I thought (was Chinese) but it lets you know what a wrong un feels like and a lesson learnt. Hopefully it's the first if your Auctioneer said it was Monart. Definitely not Monart - it's surprising how much glass is still labelled as Monart by auction houses when it isn't - sometimes it may be Vasart, other times it is no relation to Monart. I've given up emailing them now as they never seem to correct the listings.
If in any doubt always ask for a base shot and check the shape with the Monart catalogue (but some of the Czech ones are the same or very similar shapes) - I think we've all been caught out at one time or another - it's all part of the learning curve.  :)

It's a pretty vase. Depends why you wanted it as to whether you should ask for a refund

And it's the same period as Monart. It is a lovely, old vase. :)
