I thought it might be Blenko, but it isn't? It has a ground Pontil and ground base

This is very likely a recent piece made in China. There are baskets, pitchers, and vases. Some of these were on view via an importer at a trade show in Atlanta over a decade ago, and I have seen a few on eBay or in antique centres over the past few years.
