Help to ID Blue Cylinder Vase

I have this blue cylinder vase with applied splotches around the vase. It has a thick clear base with a smooth indented pontil. It is quite a heavy piece weighing a tad over 1.5 kilos. Height is 20.75cms x 12.5cms across the top. Hoping someone can help with identification. Thank you Chris
