Hi.  I think it is a Silesian / Thuringian piece - might well have a flat base with semi-matte finish, if it is - also quite a few small bubbles in the clear glass, and a relatively flat top to the dome.

   It did have a matte finish. I assumed it was due to age.  The base was not flat.    It was only $40 so I am going to have to go buy it.

it's not the same cane, but the green tube cane reminded me of my green and white with a touch of red scramble weight.
