Hi. Fairly typical design and unfinished base from Belgium / Alsace. The centre sharp bit is the remains of the thin glass neck that attached the paperweight to the punty (iron rod) just before it was knocked off. The harlequin design, fountain (spider), use of sulphides on spatter grounds, encapsulation of badges....these are all late Victorian designs used in Northern Europe ( Belgium, Alsace, parts of Germany rather than Bohemia). Incidentally, these designs were seen by Salvador and Paul Ysart when they were living in Paris pre World War 1 - and later reproduced in Scotland.
