Deco style vase or not !

6.5 inches tall, flat base with some wear, not a clue with this one  ::) ;D ;D

It looks as though it might have been a design for a plant pot maybe? or might it have had a lid sat in it?
and I'm thinking East Germany? or Belgium perhaps but no idea why and probably completely wrong  ;D
