ID Ruffled Vase. Milk glass with green overlay.

I have a vase that I would like help identifying. Pictures are below.

There are some similarities with Fenton glass vases e.g. green glass overlaying milk glass, the columns of beading and ruffled edge, but some of the other detailing on the vase are unlike any Fenton vase I have seen.

Has anyone seen this vase before? Does anyone know who made it?
