Heavily engraved pedestal bowl

Would anyone, please, be able to make any suggestions about the origin and date of this bowl? Nicely engraved detail, unusual lattice cut into the underside of the foot. I presuming that it's a sugar basin or sweetmeat bowl - did they make glass slop bowls?

Diameter nearly 4½", height 4¾". Good wear to the underside in a ring so I would think Victorian.
