British Royalty Commemorative Loving Cup

I would very much appreciate help in identifying the maker of this loving cup. It has an acid-etched "Made in England" mark on the bottom. I've spent quite a bit of time trying to spot another like it, to no avail. The shape seems like some Sowerby examples, but the decoration seems very detailed. Thank you.
