Blue/Green drinking glass - Can you help identify

Good afternoon all...I hope you are all well.
I cannot make up my mind whether I like this glass or not! As an amateur it fascinates me because it is signed: I think it says 'Tyla' but I cannot be sure and I have found nothing meaningful on the web.
Has anyone else seen this type of glass before?
The rim is 'rough' inasmuch as I think the gilded edge is fraying. You can also see small areas elsewhere where the pattern seems worn away.
It is 18.5cm tall and 9.25cm diameter at the rim.
