Art Nouveau posy vase?

Hi,whenever I see this type of glass I always think Stuart,but I'm fairly sure everyone was at it!It does have a very nice neat central polished Pontil so perhaps a Stourbridge piece?,Or could it be from anywhere?any thoughts on a more exact date date and origin most welcome thanks.

Got one like it with a 'Rd' etched on it, nothing else though, no numbers.
