is this a punch bowl piece or a vase of some kind

so I got this piece and just noticed it is signed on the bottom. ihave seen punch bowls with a base, but this so called base has a border at what wood be the bottom of the base if it had the punch bowl on the top. I haven't been able to find a base that has a border around the bottom of the base. Please give me any info you might have as to finding out what piece and maker this is?

Hello,
I don't think it's a punchbowl base, the scalloped border would get damaged too easily. It's not a punchbowl either as you wouldn't be able to get to the base/bottom of it. It's just a vase but I couldn't tell you who's done it.

It could be a base for a two part centrepiece, with a larger bowl sitting on the top.
