Any ideas on this cased hourglass vase please?

I picked this vase up today and am wondering if anyone can ID it. Green and white cased glass...rather Scandinavian in its appearance but I've had a look thru the pics on a glass website and can't find it. Height is 30 cm or just under 12 inches. I'm not sure if its a vintage piece or whether it's modern...IKEA type of thing. As always, grateful thanks for any info.

Hi Catshome,
Have popped a pic of the base on. Plain really with the standing ring being unpolished. The ring is not particularly well finished to be honest as can be seen on the lower right where the finish is a bit uneven.

Thanks Lustrous. I had wondered if it was an option. I was dismissing Scandy due to the base but had wondered about Italian and of course Japanese is a possibility. The top and body are good quality and indeed, the top is finished very neatly but ti's that base that, for want of a better phrase, lets it down.
