identification of a yellow/orange glass vase

Hello, I wonder if anyone can assist in identifying this unusual vase.  It is a bit like vaseline glass but when lit by a light bulb it becomes a rich amber colour.  It has orangey amber trailing enamelling and also 4 numbers around the rime - 8, 19, 22 and 24.  Any assistance would be gratefully received.  Thank you in anticipation.

 ;) And does it have a pointed up bit in the middle of the base?
And is it very shiney?
It looks a little bit like contemporary Indian lampwork.  :)

extra photos as requested.  I won't say the vase is light. but it isn't heavy.  Height is 7.5"
