Hello, this piece is quite unusual and I can't seem to find anything about it online. It seems to have hand painted lines and the base is also painted, the lines have faded somewhat with age. It has a smooth pontil and is approx 15cm tall. Any ideas would be great :)

I am confused a little - but I bet you are too. You say the lines are painted, and they are a bit worn looking in some parts on the walls, but looking at the base shot, the crackles and shine of the glass surface seem to be OVER the "paint".  ??? ??? ???

This sort of "pinstripe" decor makes the name Polowny pop up to me... but a brief search does not bring up anything crackled.

My assumption based on style would be 1920s or 30s and bohemian, the design looks very much like a nod to Loetz's tango production especially the shape and the lines.
