I'd suggest the double rows of small circular patterns are daisy wheel decoration - you can see it all over the Ed. Bolton famous boat design - you see it also on some Davidson and Sowerby patterns. From what I can see, there isn't a hobstar here - it's the 'hob' bit that's missing i.e. there is an absence of a solid central hobnail - the octagonal middle part - and thus it isn't a hobstar and you have instead a Brunswick Star. As with the other item we spoke of recently, I think the only cutting here is the central motif - the large outer star design looks to be pressed - correct me though if I'm wrong.
As for origin - the balance of probabilities suggests eastern Europe - we seem to get almost nothing in the way of genuine ABP on this Board, and remember the ABP ceased over one hundred years ago, so if this was period you would expect to be looking as some minor damage and probably wear too.
Aside from the small central cut motif, is there any other cutting on this piece - the mitres look to be cut, likewise the scallops on the rim.
