Small glass bowl with a glass 'lump' on the inner base.

No signature.

The colour and shape makes me think of one of the Scandinavian factories, Stromberg maybe ? ;D

Not Holmegaard - they polished the bases.  Stromberg is possible - but I would expect the base to be polished also.  I agree the blue colour is typical of Swedish makers in particular.  I am wondering if it was decided that it was a second and was thus not finished - although I can't imagine why they would not have recycled it in that case.

When enlarged, it looks like heavy matted base wear, over a polished base, to my eyes.
