Help with ID of small blue "milky way" vase

Hi everyone,

I have this small blue vase with a band of tiny white bits that reminds me of stars.

It's 135mm high, roughly 40mm in diameter and weighs 557g
It is signed R SG 98

Does anyone have any thoughts about where it could come from?
