The Lovedecanters website has one of these described as a cocktail shaker although those tend to have a pouring lip. It's 8 3/4" tall with a cut/etched cockerel and other decoration and has the Stuart mark used from 1926-50.

McConnell has a section on cocktail shakers in his decanter book. He shows several examples and only around half look to have a pouring lip.
