got this one of ebay i couldn't resist it, it measures 7" high, it is signed around the base but i haven't a clue who it is anyone have any ideas

The signature looks like Nica/Wica or Nico/Wico Collection to me Ray, I'd favour Nico or Wico because the last letter in the first word looks the same as the penultimate one in the second word which appears to be Collection.

I've googled for various combinations of these words but not found anything so far. It's an unusual looking piece, and feels sort of Mediterranean to me... I sort of think Malta, Gozo, that sort of area, but it's just a feeling.

I think Nica had a thing for marking her glass.
We have seen this before - the fad for people to mark all their belongings. When was that late 70s ? 80s ?
 
The strapping does looks Mdina-like but not the rest of the piece.

Beranek also have a thing for strapping at the base and the humour of the piece seems in keeping with the quirky Czech sensibility but again the overall style does not say Beranek in particular, so maybe another Czech firm / glassartist.
