Red Peachblow Cased Vase + Gold Flecks Chinese? American?

Hi everyone,
Just received this piece, which was my 2nd venture into buying what I thought was maybe a Wheeling Peachblow vase.
I noticed little specks of gold leaf all over the piece. I do not think I have read about flecks of gold on Peachblow pieces before
In some areas it looks like the flecks are actually inside the glass, and on others it looks like it has been rubbed off and applied on the top of the piece.
It is really something I have never seen before.

Now I am thinking it could be an Antique Chinese piece?

On the 3rd photo you can clearly see the gold on the rim.
