I reckon that is Phoenician.
In Mdina, the normal pattern tends to be of a white splodgy background, with one concentrated area of colours, or two colours evenly distributed (although those often have trails around them)

In Phoenician blue and white splodgy - you will find the colours separated like this - white on top, blue at the bottom. :)
